The BCEAO issues coinage on behalf of eight West African nations sharing the CFA franc, but these silver pieces are struck exclusively for the collector market — they have never circulated in Benin or anywhere else in the franc zone. The underlying currency itself is pegged to the euro at a fixed rate guaranteed by the French Treasury, an arrangement dating to 1945 that has outlasted decolonization by six decades and remains politically contested to this day.
