Cameroon joined the CFA franc zone at independence in 1960, its currency managed ever since by the BEAC — a supranational central bank shared across six Central African states with no individual member holding autonomous monetary policy. Commemorative silver issues like this one are struck under license arrangements that effectively outsource the program entirely to European minting houses, with the issuing nation's role limited largely to approving the design and collecting royalties.
The BEAC has never operated a physical mint on African soil.
