Togo's participation in the Chinese lunar series was part of a broader wave of African CFA-zone nations licensing their issuing authority to European coin marketing firms — primarily Helvetic Mint and related operators — during the early 2000s. The coins were never intended for Togolese circulation and were produced entirely for the collector export market. Togo itself had no independent monetary policy to speak of, operating under the West African CFA franc framework controlled by the BCEAO in Dakar.
KM#38 is one of several Togolese lunar issues from this period struck to the same 30.73g/.999 specification used across competing series from Benin, Guinea, and Congo.
