Benin issues coins under the West African CFA franc system but has no independent monetary authority — the BCEAO in Dakar controls actual currency. What Benin does produce are collector pieces with no circulation intent, struck under licensing arrangements and sold almost entirely to the European and North American numismatic market. This piece belongs firmly in that category.

The Cannabis sativa series reflects a broader trend among small-denomination CFA issuers in the 2010s–2020s: licensing coin programs to private European minting houses — most commonly B.H. Mayer in Germany — that develop the themes, handle distribution, and return a modest royalty to the issuing state. The nominal face value is legally meaningless.
