Benin has no coastline on any ocean frequented by blue whales and no particular administrative or scientific connection to the species. Like dozens of small francophone states in the 1990s and 2000s, it contracted with the Coin Invest Trust and similar European intermediaries to produce themed silver issues aimed entirely at the collector market — the coins never circulated and were never intended to.
