Benin issues coins through the Banque Centrale des États de l'Afrique de l'Ouest, the West African central bank that manages the CFA franc across eight member states. The country has no independent mint capacity and contracts production to European facilities — this piece almost certainly struck at the Monnaie de Paris or a private European house. The CFA franc itself is pegged to the euro at a fixed rate guaranteed by the French Treasury, an arrangement dating to 1945 that has survived decades of postcolonial political pressure largely intact.
