The BCEAO, established in 1962 to manage a common currency across eight former French West African territories, issued this commemorative to mark the 1960 independence declarations — most of which fell within a single calendar year, as France rapidly decolonized the region in response to the 1958 constitutional referendum that reshaped the French Union. The West African CFA franc itself predated independence by over a decade, introduced in 1945, and survived decolonization entirely intact.

A significant devaluation of the CFA franc by 50% had occurred just the year prior, in January 1994 — the first since 1948 — making the timing of a celebratory commemorative issue notably awkward for the issuing institution.
