The Republic of the Congo — not to be confused with its larger neighbor the DRC — issued a flood of commemorative silver pieces in the late 1990s bearing Olympic themes, largely produced for the collector market rather than any domestic circulation. These were brokered through European numismatic agencies, a common arrangement for smaller francophone African nations whose mints had no independent striking capacity.

The Sydney Games connection here is thin: the coin predates the 2000 Olympics by over a year and was never near an Olympic venue in any meaningful sense.
