Rwanda's 1000 Franc denomination has been in continuous issue since the 1970s, but the 2019 series marked a deliberate modernization push by the Banque Nationale — one tied closely to the country's broader Vision 2050 development program and its ambitions for financial inclusion in a population that had remained heavily cash-dependent. Giesecke+Devrient, who have supplied Rwandan currency across multiple series, produced this on cotton substrate with a relatively lean security specification for the denomination — the watermark being the primary listed feature, which is modest by current East African regional standards.

Rwanda's franc has been pegged informally against the dollar for much of the post-genocide recovery period, giving notes like this one a functional stability that earlier issues never enjoyed.
