The Banque des États de l'Afrique Centrale served six member states simultaneously — Cameroon, the Central African Republic, Chad, Congo, Equatorial Guinea, and Gabon — each receiving notes from shared plate designs differentiated primarily by a letter code. The Central African Republic's issues carry the code "F." During the late 1980s when this note circulated, the country was recovering financially from Jean-Bédel Bokassa's catastrophic rule and the economic disruption that followed French military intervention in 1979, which had reinstalled David Dacko.

Governor Casimir Oyé Mba's signature here predates his later role as Gabonese Prime Minister — a reminder of how BEAC executive appointments frequently crossed national lines.
