São Tomé e Príncipe issued a series of foreign-themed commemoratives in the late 1980s and early 1990s — a common revenue strategy among small island nations whose domestic minting programs generated little hard currency. These coins were sold primarily to overseas collectors rather than circulated locally. William Tell, a Swiss folk hero with no geographic or historical connection to the archipelago, appears here purely as collector bait.

KM#115 is part of that broader series. Actual circulation use was negligible.
