São Tomé and Príncipe began issuing commemorative silver in the late 1980s almost entirely for the international collector market — the domestic economy had little use for a coin worth multiples of the average daily wage. This Olympics issue, struck two years before the Barcelona Games, was part of a broader wave of advance commemoratives produced by small nations licensing their minting programs to European manufacturers, typically Valcambi or the Kremnica mint, with the issuing government receiving a flat royalty per piece.
