Bosnia and Herzegovina issued its own republic-level bonds and loan instruments under the Yugoslav federal framework, but by 1987 the broader Yugoslav economy was in serious trouble — inflation had been accelerating for years and would tip into hyperinflation before the decade closed. A 1000 Dinara denomination at that moment bought considerably less than its face value implied; the National Bank of Yugoslavia's successive redenominations made instruments like this one economically marginal almost immediately after issue.
The "state loan" designation distinguishes this from standard circulating currency — it was a debt instrument, not a banknote in the strict sense, though collectors frequently catalog both together.
