China's lunar gold series was well-established by 1991, but the Goat issue falls in an interesting production window — the People's Bank of China was still refining its approach to the international bullion collector market, and mintages for this year were kept deliberately conservative to sustain demand from Japanese and Southeast Asian buyers who drove most secondary market activity at the time.
