China's Panda gold program, launched in 1982, was unusual from the start in its decision to change the reverse design annually — a deliberate break from the fixed-design bullion philosophy of the Krugerrand and Maple Leaf. The strategy proved commercially effective, turning each year's issue into a discrete collectible rather than purely a fungible bullion product.

The 2021 issue was the first year following China's metric weight standardization, which shifted the series from troy ounce-based weights to round gram denominations in 2016 — a move that briefly disrupted secondary market pricing conventions in Western bullion markets.
