The Bank of West Shantung was a puppet institution established under the Japanese-backed North China Political Council to manage currency in the occupied Shandong interior. Notes like this 100 Yuan issue displaced the existing Nationalist fabi in circulation, a deliberate policy of monetary destabilization that also funded Japanese military logistics through inflated local procurement.
By 1943, inflation across occupied North China was severe enough that high-denomination issues were practical necessities rather than prestige notes. Many surviving examples show heavy use, consistent with rapid turnover in a depreciating currency.
