Issued to mark the 70th anniversary of the Save the Children Fund, which was founded in 1919 by British activist Eglantyne Jebb in the aftermath of the blockade-related famine that followed World War I. China's participation in commemorating a British-founded humanitarian organization in 1989 reflects the relatively open foreign-engagement policy of the late 1980s — a posture that would be severely curtailed following the events of June that same year.
