China Minsheng Banking Corporation, founded in 1996, was the first Chinese bank established primarily with private capital rather than state funding — a deliberate experiment by Beijing in limited financial liberalization. This 2006 commemorative marks its tenth year, issued at a moment when Minsheng was aggressively expanding retail and SME lending in ways that made regulators intermittently nervous.

The .999 gold used here follows the purity standard the People's Bank adopted for its commemorative bullion program in the 1980s, distinct from the lower fineness used in many contemporary Western issues.
