| Obverse description | The national arms of Western Samoa displayed at centre, consisting of a shield bearing the Southern Cross constellation in the lower half and a coconut palm in the upper half, surmounted by a cross and encircled by a wreath of olive branches. A scroll at the base of the arms bears the national motto FAAVAE I LE ATUA SAMOA. The legend SAMOA I SISIFO arcs along the upper periphery, while the denomination $100 appears in large numerals in the lower field. |

Struck to mark the visit of U.S. President Franklin D. Roosevelt to Samoa in 1944 — the only sitting American president to visit the territory — this commemorative was issued nearly four decades after the event itself, part of a broader Pacific-nation commemorative program that proliferated in the late 1970s and early 1980s as smaller issuers leveraged collector demand. Malietoa Tanumafili II, who co-signed the issue as head of state, was himself a young man during Roosevelt's wartime Pacific tour and would go on to reign until 2007.
