Somalia's Elephant series, launched in 2003, emerged from a period when the country had no functioning central government — a detail that makes the issuing authority itself a curiosity. The coins are legal tender of the Federal Republic of Somalia but have always been produced for the collector market by European minting operations, primarily the Bavarian State Mint in Munich.

The 15th anniversary release marks a rare instance of a bullion-adjacent series explicitly commemorating its own continuity. By 2018, the annual design changes had built a following comparable to the Austrian Philharmonic and Chinese Panda programs among date collectors.
