The Inter-Parliamentary Union held its 97th Conference in New Delhi in 1997, one of the larger gatherings of parliamentary delegations the IPU had convened to that point. India has issued commemorative rupee coins with some regularity since the 1960s, but the .500 fineness used here — rather than the .925 used in earlier silver commemoratives — reflects the cost-containment approach the Reserve Bank adopted through the 1990s for non-circulating issues.
