Additional information

Issued to mark the promulgation of Nepal's 2015 constitution — the country's seventh attempt at a governing document since 1948, and the first drafted by an elected Constituent Assembly. That assembly had itself been dissolved and reconstituted after the first elected body failed to reach agreement before its 2012 deadline, making the eventual passage a genuinely contested political achievement rather than a ceremonial formality.
