Pick S346 falls within the vast and chaotic category of Ukrainian provincial issues produced during the civil war period, when the collapse of central authority forced regional branches of the Narodny Bank to issue their own notes simply to keep local economies functioning. Zhytomyr, as the administrative center of Volhynia, was one of several cities that exercised this ad hoc monetary authority during 1919 — a year when the city changed hands repeatedly between Bolshevik, Ukrainian People's Republic, and Polish forces.
