War lottery bonds were a recurring Soviet fiscal mechanism, but the 1945 issue carries a specific weight: it was sold during the final months of the war, when the state's debt to its own population — accumulated through compulsory bond purchases since 1941 — was already enormous. Citizens were technically buying voluntarily, though social and workplace pressure made refusal essentially impossible in practice.
Goznak's Moscow facility had operated under severe wartime constraints from 1941 onward, with partial evacuation of equipment east of the Urals. By 1945 production had largely normalized, and the print quality on this series reflects that recovery.
