Comments

In 1918, Stavropol changed hands repeatedly between Bolshevik and White forces, and the local State Bank branch issued emergency notes simply to keep commerce functioning during the disruption. These provincial issues were authorized under the broad latitude given to regional branches as central banking infrastructure collapsed — not a separate monetary authority, but a field improvisation by an institution that still technically existed.

P#S520G is among the more obscure Stavropol branch emissions. Printed locally under wartime conditions, production quality varies considerably across surviving examples.
