The Don Government was one of several White Army–aligned administrations that issued regional currency during the Russian Civil War, when the Bolshevik-controlled State Bank was inaccessible and supply lines for centrally printed notes had collapsed entirely. Rostov-on-Don briefly functioned as a significant anti-Bolshevik administrative center, and local printing capacity — modest by any standard — was pressed into service to produce circulating currency for a region whose political future was far from settled.

The S417 series is relatively common by White movement standards, reflecting the volume printed before Denikin's forces lost control of Rostov to the Red Army in early 1920. Notes that show heavy circulation wear are arguably more honest survivors than uncirculated examples, which sometimes raise questions about later reproductions.
