The Olonets Provincial Government was one of dozens of regional authorities that issued emergency scrip during the chaotic currency fragmentation of 1918, when central bank supply lines had collapsed and local commerce demanded something — anything — negotiable. Olonets, a sparsely populated administrative region in the Russian northwest near Lake Ladoga, had neither the infrastructure nor the longevity to sustain a serious currency program.
The S-prefix in the Pick reference places this squarely among Russian civil war local issues, a category notorious for brief circulation windows and high destruction rates. Most provincial scrip of this type was demonetized within months as Bolshevik authority consolidated across the north.
