The Organisation of State Agricultural Warehouses was one of dozens of quasi-governmental bodies in the Russian Far East that resorted to issuing their own scrip during the civil war period, when Kolchak's administration in Siberia was struggling to maintain any coherent monetary supply east of the Urals. Nikolsk-Ussuriisk — renamed Voroshilov in 1935 and now Ussuriysk — sat along the Chinese Eastern Railway corridor, which made it a strategically contested town throughout 1919.

Agricultural warehouse scrip of this type functioned as a local substitute backed implicitly by stored goods rather than any banking reserve. Whether that backing was real or nominal in practice is another matter entirely.
