This note was issued under the Armed Forces of Southern Russia — the White Army forces commanded by General Denikin — during their occupation of Kherson in 1919. The issuing authority was a provisioning body, not a conventional bank, which explains the unusual bureaucratic title. These provincial food-supply plenipotentiaries issued their own emergency obligations precisely because the Denikin administration's own Osvobozhdenie notes were slow to reach outlying territories and often distrusted locally.

The official stamp served as the primary authentication device, a deliberate choice given the complete absence of printing infrastructure adequate for engraved security work in a city that changed hands multiple times that year.
