The 2018 100 Rouble note was issued to commemorate Russia's hosting of the FIFA World Cup — one of the few instances in which the Bank of Russia issued a commemorative note in polymer-adjacent cotton paper rather than the polymer substrate increasingly common for commemorative issues elsewhere. Goznak printed the run at its Moscow facility, which has handled Russian state currency production continuously since the Soviet period.
Circulation was intentional but limited, with the notes released through Sberbank branches in host cities during the tournament window.
