Part of Mexico's long-running "Estados de la República Mexicana" series, this issue commemorates Quintana Roo, the youngest of Mexico's 31 states — only granted full statehood in 1974 after decades as a federally administered territory. The territory's sparse population and geographic isolation had long delayed that elevation, despite the region encompassing some of the most economically significant Caribbean coastline in the Americas.

The series ran across multiple years beginning in 2003, with each state receiving its own dedicated reverse. Collector demand was strong enough that secondary market premiums appeared almost immediately on early releases.
