Paraguay's Oficina de Cambios — literally an exchange office rather than a central bank — operated as a state currency intermediary during a period when the country was still rebuilding monetary infrastructure decades after the catastrophic losses of the War of the Triple Alliance. The ABNC plates for this series were used across multiple signature combinations, meaning the same printed sheet could carry the names of different officials depending on when it was countersigned, which accounts for the three known signature pairings on P#146.
Riart, one of the signatories, later served as Foreign Minister during the Chaco War negotiations — an incidental connection, but it helps date the signing window with some precision.
