Bosnia and Herzegovina's 1998 Olympic commemorative issue appeared three years after the Dayton Agreement ended the 1992–1995 siege of Sarajevo — the longest siege of a capital city in modern warfare. The country had hosted the 1984 Winter Olympics, and Sarajevo's Olympic infrastructure was largely destroyed during the conflict. This coin was among the earliest prestige issues from the newly established Central Bank, which had only been operational since 1997 under the monetary framework imposed by the peace agreement.
