Issued to mark the 90th birth anniversary of Heydar Aliyev, the Soviet-era KGB chief who became Azerbaijan's dominant political figure and ruled the country from 1993 until his death in 2003. The Aliyev family's grip on Azerbaijani governance continued unbroken — his son Ilham assumed the presidency that same year. Commemoratives of this kind function less as numismatic objects than as instruments of official hagiography, a well-established tradition in post-Soviet republics.
