Issued to mark the 85th birth anniversary of Heydar Aliyev, the former KGB general who ruled Soviet Azerbaijan before returning to power as independent Azerbaijan's president from 1993 until his death in 2003. The coin was struck in 2008, five years after his death, during the presidency of his son Ilham — who had inherited the office in a succession widely criticized by international observers as dynastic rather than democratic.
