Heydar Aliyev, who ruled Azerbaijan from 1993 until his death in 2003, remains the dominant political figure in the country's post-Soviet mythology — his son Ilham has governed since, and the cult of the elder Aliyev has only intensified with time. Commemorative issues bearing his image are a recurring instrument of that official memory, produced by the Central Bank under a program that doubles as statecraft.
