Italian savings banks were permitted to issue low-denomination fiduciary notes from 1976 onward as a direct response to the nationwide coin shortage that had plagued the country since the late 1960s — a crisis so severe that telephone tokens, candy, and postage stamps had been pressed into use as small change. The Cassa di Risparmio di Trento e Rovereto was among the regional institutions that took up this authorization, printing its notes locally at Stampa Rapida rather than through one of the major security printers.

These circulated purely within the issuing institution's network and had no legal tender status outside it.
