Banca Antoniana di Padova e Trieste was one of the last Italian private banks authorized to issue fiduciary notes under a transitional arrangement that lingered well past Italy's formal postwar banking consolidation. These 100 Lire notes filled a genuine gap: the Banca d'Italia had effectively stopped producing low-denomination notes, and coin shortages in the mid-1970s were severe enough that local and institutional issuers stepped in with small-format paper. The practice was controversial and ultimately short-lived.
Turati Lombardi, a Milan security printer with roots in the nineteenth century, handled production. The watermark is the sole security feature — minimal by any standard, but consistent with the note's intended role as temporary small-change substitute rather than long-term circulating currency.
