Albania applied for membership in the Council of Europe in 1991 and was admitted that same year — unusually fast, driven largely by political momentum following the collapse of the Hoxha regime. This coin marks the decade that followed, during which Albania also joined NATO's Partnership for Peace program and began formal EU association talks. The late 1990s had been turbulent: the 1997 pyramid scheme collapse triggered a near civil war and set integration timelines back considerably.
