Romania's postwar monetary situation was dire well before this note entered circulation. The catastrophic hyperinflation of 1945–1947 had gutted the leu — by the time the communist-backed government moved to stabilize currency in August 1947, the exchange rate for the old leu had collapsed so completely that the subsequent redenomination wiped out private savings almost entirely. This note belongs to that brief, chaotic window between liberation-era monetary disorder and the hard reset of the 1947 reform.

The "RPR" designation — Republica Populară Română — dates the watermark variety to the final weeks before or the immediate aftermath of the December 1947 proclamation abolishing the monarchy.
