Issued to mark the twentieth anniversary of Moldova's constitution, adopted on 29 July 1994 — itself a document shaped in the immediate aftermath of the Soviet dissolution and the still-unresolved Transnistrian conflict that had fractured the country two years earlier. The constitution's passage was contentious enough that a constitutional court and a strong parliamentary framework were written in explicitly as counterweights to executive overreach, reflecting the political anxieties of the moment.
