This note was printed in London by Waterlow & Sons while Norway remained under German occupation. Norges Bank's legitimate government-in-exile operated from London throughout the war, and the Allied printing program produced currency intended for circulation immediately following liberation — notes like this one were prepared in advance of the 1945 return.

The occupation had produced a separate inflationary currency flood under the Reichskommissariat, and the post-liberation monetary cleanup required rapid replacement of circulating notes. The 1944-dated London printings were central to that process.
