Grain and flour ration coupons were the backbone of China's planned distribution system from the 1950s through the 1990s, but municipal-level issues like this one from Dandong — a border city on the Yalu River opposite North Korea — operated in parallel with provincial and national allocations. Local bureaus printed their own denominations to manage hyper-local supply constraints, and the Dandong City Grain Bureau's issues were not valid beyond city limits. By 1988, the national ration system was already being wound down in coastal and reform-zone cities, making late issues like this one short-lived in practical use.

The coupon was demonetized as Liaoning moved toward open grain markets in the early 1990s.
