This note is one of the "Famous Chinese Historical Figures" collector issues produced by the People's Bank of China, a series aimed squarely at the domestic and overseas Chinese commemorative market rather than circulation. Liu Bang, who founded the Han dynasty after defeating Xiang Yu at the Battle of Gaixia in 202 BCE, is an ideologically comfortable choice — a commoner who overthrew an empire, a narrative the PRC has always found useful.

Cotton substrate on commemorative issues of this type tends to age cleanly, but the printing quality varies more than the official packaging suggests.
