Niger issued this piece under its membership in the West African Economic and Monetary Union, whose member states retain the right to authorize commemorative coinage despite having no independent monetary policy — the CFA franc, not the gold piece, does the actual work of commerce. The Napoleon Bonaparte commemorative series to which this belongs was produced by a European private mint and sold primarily to the collector market, never touching West African soil in any meaningful circulation sense.
At 0.5 grams, the gold content is fractional enough that melt value barely registers.
