This is an essai — a trial strike submitted for approval, not a coin issued for circulation. Luxembourg's 1964 coinage program included multiple essai submissions in varying compositions, and the cupronickel version of this 100 francs piece was one of several competing proposals that ultimately lost out to the aluminum-bronze format adopted for circulation. Essais of this type were produced in extremely small numbers, typically for presentation to mint authorities and the grand ducal administration.
