Niger has issued a long-running series of small-format gold miniatures under its CFA franc authority, largely marketed to European collectors rather than circulated domestically. The Forbidden City issue belongs to that programme — coins produced under licensing arrangements with the Monnaie de Paris or private minting houses, with Niger's nominal issuing authority serving primarily as a legal mechanism for producing collectible bullion in franc denominations that would never see Niamey.
