Burkina Faso has no functioning mint and contracts virtually all its commemorative issues through the Bavarian State Mint in Munich or private European minting houses — this piece almost certainly never came within two thousand miles of Ouagadougou. The country's CFA franc monetary zone is administered by the BCEAO, which means Burkina Faso exercises limited autonomous authority over even its circulating coinage, making these licensed panda issues essentially a revenue arrangement with a European distributor.
Titanium strikes in this format were gaining traction among commemorative producers around 2015–2016 precisely because the metal's resistance to toning gives dealers a low-maintenance inventory piece.
