Niger has issued a long series of small-format gold miniatures under the Central Bank of West African States framework, most targeting the novelty collector market rather than any domestic monetary need. The Leaning Tower of Pisa piece belongs to a broader "world monuments" run produced for European distributors, minted in very small tonnage with face values that bear no relationship to intrinsic metal content or local purchasing power.
The tower itself has been leaning since construction began in 1173, the tilt a consequence of soft subsoil on the south side. Stabilization work completed in 2001 reduced the inclination by about 44 centimeters.
