The CFA franc zone has been a source of sustained political friction since independence — the currency's peg to the French franc, and later the euro, has kept monetary policy decisions in Paris rather than Abidjan. These small-denomination gold issues, produced largely for the collector market, exist partly because member states have no mechanism to issue commemorative coinage in their actual circulating currency without French Treasury approval.
